Whilst also identifying existing positive practice and develop meaningful, evidence-led interventions to improve the recruitment, retention and wellbeing of investigators. The group sits under the wider NPCC investigations portfolio.

Case Study - Operation Avon

Operation Avon - Murder of 17-year-old schoolgirl Victoria Hall who went missing following a night at a nightclub in Felixstowe, Suffolk in September 1999. Having parted company with her best friend at the entrance to her estate she was not seen again. An SIO led, high risk missing person investigation commenced the next day. 5 days later Victoria’s naked body was found in a waterfilled ditch 25 miles away. The investigation was reopened in 2019 with a high profile suspect eventually charged and convicted for this murder over 26 years later.
