Paul Crowley

National Board - Police Federation

Paul joined the Metropolitan Police in 2005 and spent ten years working across response, neighbourhood policing, public order and specialist operations in London. In 2015, he transferred to Cleveland Police, continuing his frontline career and undertaking specialist responsibilities as a Public Order Instructor, Taser Instructor, Public Order Public Safety Adviser, and Public and Personal Safety Instructor.

His involvement with the Police Federation began in 2021 and developed through conduct and performance work, where he represented countless officers navigating complex misconduct and performance proceedings. Paul went on to become Cleveland Police Federation’s Conduct and Performance Lead and, when called upon, delivers national conduct and performance training for PFEW representatives across England and Wales.

Paul was elected Chair of Cleveland Police Federation in January 2024, leading the branch and representing its members on operational, welfare and professional matters. In July 2025, he was elected to the PFEW National Board, representing seven Region 2 branches across the North East and Yorkshire.

As a National Board Member, Paul was directly involved in PFEW’s transformation programme and currently co-leads the national Public and Personal Safety Training (PPST) and Job-Related Fitness Test (JRFT) portfolio. Whilst London remains in his heart, Paul is proud of his North East connections and brings a broad practical frontline perspective to his national Federation work, supported by extensive experience in representation, training and organisational governance.
