Research and Futures Lead - OPCSA

Annie Estlin is the Research and Futures Lead for the Office of the Police Chief Scientific Adviser (OPCSA). She has played a central role in establishing the police futures ecosystem, strengthening futures thinking across forces and partner organisations. She manages a network of Regional Futures Coordinators and leads the Police Futures Community of Interest. Annie’s work focuses on equipping policing with the insight and capability needed to anticipate and prepare for emerging opportunities and risks, particularly those driven by advances in science and technology. She is committed to supporting evidence‑informed decision‑making that helps policing stay ahead of long‑term challenges.

Before joining OPCSA, Annie completed the Civil Service Science and Engineering Fast Stream, gaining broad experiences across Government. This included developing policy on aviation decarbonisation technologies at the Department for Transport, working with long-term (2050) scenarios, and delivering sustainability-focused operational improvements within the Medicines and Healthcare Products Regulatory Agency’s pharmaceutical quality control unit.

Annie holds a Master’s degree in Epidemiology from the University of Cambridge and previously worked as an Epidemiologist in a health‑tech start‑up, researching chronic diseases and the effectiveness of interventions.
